b) cost per hour 300,000 ÷5600 (7x200x4) = £53.57

The cost per visit has been calculated at a flat rate where the total cost is divided by the number of visits made.

The cost per hour takes into account only the productive time of the inspectors, and assumes the managers cost to be a fixed overhead. The number of hours has been calculated at 7 hours per day for 200 days multiplied by the number of inspectors.

At the year end, the budget has been controlled with actual expenditure amounting to £295,000. However, during the year, due to higher than average levels of sickness and poorly written reports, the numbers of visits made were only 700 for the year, and productive time was 10% below the estimate. Therefore, the actual cost per visit and cost per hour are calculated as:
